Under the Ritsuryo system, there were 152 female court attendants in the eight offices of the Imperial Palace, including the Naishi no Tsukasa. Later, they were also assigned to the Chugu Office, Nuido no Tsukasa, Kamon no Tsukasa, and Naikyobo.
