A controversy arose over the view of the national history textbooks in 1911 that the Northern and Southern Courts existed side by side. Mikami Sanji argued for the side by side theory, Yoshida Togo for the Northern Court orthodoxy, and Kuroita Katsumi for the Southern Court orthodoxy. In parliament, Fujisawa Genzo submitted a questionnaire to the government, and the second Katsura Taro cabinet decided in a cabinet meeting that the Southern Court orthodoxy was the case. Kita Sadakichi of the Ministry of Education, who had edited the textbook Jinjo Elementary Japanese History, which had adopted the side by side theory, was suspended, and the textbooks were revised, with the entry for the Northern and Southern Courts changed to the Yoshino Court.
