Politician. Born in Kagawa Prefecture. After graduating from the Faculty of Law at Tokyo Imperial University, he joined Mitsui Mining. After the Second World War, he resigned as head of the document section at Mitsui Chemicals and ran for the general election of 1947 (Showa 22) as a member of the Japan Socialist Party. Since then, he has been elected 12 times in a row (Kagawa 1st district). When the party split, he belonged to the left wing, and from 1958 he served as the party's Director of General Affairs, Chairman of the Policy Council, and Director of the Organization Bureau. During the 1960 Security Treaty Crisis, he was active as a left wing theorist. After becoming Secretary-General in 1962, he worked to establish a party-wide system as a mediator between the left and right factions. He served as chairman from October 1968 to December 1977. Although he had no experience in labor or peasant movements, he was skilled in theory and policy, and advocated "opposition cooperation" in the 1970s. He died of acute myeloid leukemia on March 9, 1979, at the age of 66.
