Around the time of Tenbun in the late Middle Ages, there were three bird traders in Kyoto: Sanjo-za, Gojo-za, and Shichijo-za. The head offices of the Kurai-ryo, Nagahashi-no-tsukasa, and Kayocho-za were the three. These were called the Three Bird Traders. The goods they handled were not limited to birds, but also wolves, monkeys, rabbits, foxes, raccoon dogs, otters, and shrikes. In addition, Toriya Shukuin Rokuro-saburo appears among the members of the Torimochi-za, so it is clear that a za was established for Torimochi, which is a type of bird caught by birds, and that Toriya also sold Torimochi. The predecessor of the Sanjo-za was the Kugonin, and it is said that in the mid-Kamakura period, the Mizushi-dokoro recognized the people who traded fish, birds, and vegetables and sweets south of Sanjo as Kugonin, and imposed taxes on their business instead.
