A city in central-southern Hokkaido. It was incorporated as a city in 1948. It is located in an area where the lowlands of Ishikari and Yufutsu face the Pacific Ocean, and to the west there are mountainous areas such as Mt. Tarumae. The Muroran Main Line and the Do-o Expressway pass through the city, and the Hidaka Main Line and Chitose Line branch off from it. In 1910, a large factory of Oji Paper was established, taking advantage of the Yezo spruce and Todo fir trees around Lake Shikotsu, coal from Yubari, and abundant electricity and water, and the city developed into a single industrial city with a distinctive landscape of a vast lumber yard and company housing. Tomakomai Port, which opened in 1963 as Japan's first excavated artificial port, was designated a specific important port in 1981. A coastal industrial area has been formed around the port, which has a 70,000-ton wharf. In 1989, it was designated as the Do-o Technopolis, and companies related to advanced technology and other fields have established themselves in the eastern industrial area, while oil refining, automobile, and other companies have established themselves in the western industrial area. The city's manufacturing shipments reached 619 billion yen (2003), making it Hokkaido's largest industrial city. In December 1991, Lake Utonai was registered as a Ramsar site. The Great East Japan Earthquake caused damage within the city. Area: 561.57 km2 . Population: 173,320 (2010).

北海道中南部の市。1948年市制。石狩,勇払(ゆうふつ)の低地帯が太平洋に臨む地にあり,西は樽前(たるまえ)山などの山地。室蘭本線,道央自動車道が通じ,日高本線,千歳線が分岐する。1910年支笏(しこつ)湖付近のエゾマツ,トドマツ,夕張の石炭,豊富な電力と水を利用し,王子製紙の大工場が設立され,広大な貯木場や社宅群の特色ある景観をもつ単一工業都市として発展した。1963年に日本初の掘込式人工港として開港した苫小牧港は,1981年特定重要港湾に指定された。7万トン級埠頭をもつ同港を中心に臨海工業地域が形成されている。1989年には道央テクノポリスに指定され,東部工業地域に先端技術などの関連企業が進出,また西部工業地域には石油精製,自動車などの企業が進出している。製造品出荷額では6190億円(2003)を上げ,北海道一の工業都市となっている。1991年12月ウトナイ湖がラムサール条約登録湿地となる。東日本大震災で,市内において被害が発生。561.57km2。17万3320人(2010)。
