A politician and historian representing the Tanzimat period of the Ottoman Empire. Born in Rofca. While studying Islamic studies as well as new Western knowledge such as mathematics and geography in Istanbul, he was discovered by Mustafa Reşit Pasha in 1845 and entered the government. Although he had periods of hardship, he served in important positions such as member of the Academic Association, Minister of Education, member of the National Assembly, Minister of Justice, and Minister of the Interior. Regarding the issue of the new civil code, he advocated the codification of Sharia and compiled the Civil Code. His books, such as The History of Cevdet, Memorandum of Cevdet, and Statement, are considered important sources of Ottoman history, including the Tanzimat period.

オスマン帝国のタンジマート期を代表する政治家，歴史家。ロフチャの生れ。イスタンブールでイスラム諸学，および数学･地理学等，西洋の新知識を併せ学ぶうち，1845年ムスタファ･レシト･パシャに見いだされて官界に入り，以後，不遇時代もあったが，学術協会委員，文部大臣，国家会議委員，法務大臣，内務大臣等の要職を歴任した。新民法制定問題に対しては，シャリーアの新たな法典化を主張して《民法典》を編集。著書《ジェウデトの歴史》《ジェウデトの覚書》《陳述》等は，タンジマート期を含むオスマン朝史の重要な史料とされる。
