A conference convened by the Ministry of Education of the Republic of China to discuss the unification of the national language. It was held from February to May 1913. In order to focus all efforts on the most difficult subject, as the name suggests, it only dealt with pronunciation, but it can be said that it established the fundamental foundations of the "national language." Traditionally, the pronunciation of Chinese characters was expressed by the 'antonym', but this was not necessarily easy for the general public to learn. To make it easier for the general public to learn the characters, over 6,500 relatively commonly used characters were selected, and a voting system was set in which each province had one vote to decide on a common pronunciation. 中華民国教育部が招集して国語統一を審議した会議。1913年2月から5月にかけて開かれた。最大の難物に全力を集中しようと,名称のとおり,発音だけを扱ったが,〈国語〉の根本的基礎を確定したといえる。そもそも漢字の音を示すには伝統的に反切(はんせつ)が用いられていたが,これは必ずしも一般大衆にとって習得は容易でなかった。そこで大衆がたやすく文字学習できるよう比較的常用する6500余の文字を選んで,各省1票という投票形式をとり,その共通の発音を決定した。
