The umbrella concept and term "Southeast Asian Film" was officially born when the first Southeast Asian Film Festival was held in Tokyo in 1954. It was organized by the Southeast Asian Film Producers Association, which was made up of film organizations from Japan, Taiwan, Hong Kong, Indonesia, the Philippines, Malaysia and Singapore (Singapore separated and became two countries in 1971), Thailand, South Korea, and South Vietnam, and the festival, which aimed to promote the film industry in the Asian region, was held in rotation among member countries.

〈東南アジア映画〉という総括的な概念と呼称が正式に生まれたのは，1954年に東京で第1回東南アジア映画祭が開催されたときからである。その主催団体は東南アジア映画製作者連盟で，日本，台湾，香港，インドネシア，フィリピン，マレーシア･シンガポール(71年からシンガポールが分離独立して2ヵ国になる)，タイ，韓国，南ベトナムの映画団体で構成され，アジア地域における映画産業の振興を目的とする上記の映画祭を，加盟国の持回りで開催することになった。
