A feudal lord in the early Edo period. Son of Kazunao and the daughter of Mizuno Tadamasa. In May 1679, he inherited the estate and became the lord of Tsuchiura Domain in Hitachi Province (Ibaraki Prefecture) with a fief of 45,000 koku. He was stationed in the Karasuma room. In February 1682, he was transferred to Tanaka Domain in Suruga Province (Shizuoka Prefecture) with a fief of 45,000 koku. From September 1687, he was appointed as a soshaban, and in July 1684, he became the lord of Osaka Castle and was given an additional 20,000 koku in the Osaka area as a bribe lord in Osaka. In October 1684, he became a senior councilor and was transferred to his former fief of Tsuchiura in Hitachi Province with a fief of 65,000 koku. He served four shoguns, Tokugawa Tsunayoshi, Ienobu, Ietsugu, and Yoshimune, and held the important position of senior councilor for 31 years until March 1718. During this time, in the 7th year of Genroku (1694), the 1st year of Shotoku (1711), and the 3rd year of Kyoho (1791), he was granted an additional 10,000 koku each, bringing his total to 95,000 koku. He had a deep knowledge of Confucianism, and lectured Shogun Tsunayoshi on "The Great Learning" and "The Doctrine of the Mean." He invited Shinsai, the younger brother of Ito Jinsai, and others to promote learning in the domain. He established 21 articles of discipline for his household, and protected the soy sauce brewing industry to foster industry within his domain.

江戸前期の大名。数直と水野忠貞の娘の子。延宝7(1679)年5月遺領を継ぎ,常陸国(茨城県)土浦藩4万5000石の藩主となる。雁の間詰め。天和2(1682)年2月駿河国(静岡県)田中藩4万5000石に転封。延宝7年9月から奏者番,貞享1(1684)年7月大坂城代になり在坂賄領として大坂周辺で2万石加増。4年10月老中となり,旧領常陸国土浦に転封,6万5000石を領する。将軍徳川綱吉・家宣・家継・吉宗の4代に仕え,享保3(1718)年3月まで31年にわたり老中の重職にあった。この間,元禄7(1694)年,正徳1(1711)年,享保3年にそれぞれ1万石加増され,9万5000石を領した。将軍綱吉に『大学』『中庸』を講ずるなど儒学に造詣が深く,伊藤仁斎の弟進斎らを招いて藩学を振興した。家中に対し二十一カ条の条目を制定して綱紀の粛正に努め,領内の産業育成のため醤油醸造業を保護している。
