Total pension - tsuusanenkin

Japan's public pension system is divided into several types, and therefore, when a person changes pension systems due to job changes, etc., there are cases where the period of membership in only one system does not satisfy the qualification period. To remedy such cases, the Total Pension General Law was enacted in 1961, which provided that if the period of membership in other systems was combined to satisfy a certain period, the person would be granted eligibility to receive a pension.

However, when the new pension system was implemented on April 1, 1986, the General Law on Totalized Pensions was abolished (Supplementary Provisions of the Employees' Pension Insurance Law (May 1, 1985), Article 2, Paragraph 1, Item 1). However, the long-term benefits paid by mutual aid associations organized by law before the General Law on Totalized Pensions was abolished are still valid (Supplementary Provisions of the same Law, Article 2, Paragraph 2).

Under the new pension system, the existing national pension will be developed into a system that provides a common basic pension, and the Employees' Pension Insurance will, in principle, be positioned as a system that "tops up the basic pension." Therefore, under this system, there is no longer any need to consider the traditional "totalized pension." In other words, the new system has taken on the characteristics of a "combined pension" rather than a "totalized pension."

日本の公的年金制度は数種類に分かれており、そのため、転職などによって年金制度を移った者は、その単独の制度の加入期間のみでは資格期間を満たしえない場合を生ずることがあった。このような場合を救済するため、1961年（昭和36）に通算年金通則法が設けられ、他の制度の加入期間をあわせて一定の加入期間を満たした場合には、年金の受給資格が付与されることとされていた。

　しかし、1986年4月1日より新年金制度が実施されるに至り、通算年金通則法は廃止されることとなった（厚生年金保険法改正附則〈昭和60年5月1日〉2条1項1号）。もっとも、通算年金通則法が廃止される以前において法律によって組織された共済組合が支給する長期給付については、なおその効力を有するものとされている（同法附則2条2項）。

　新年金制度の下では、従来からの国民年金を、共通の基礎年金を支給する制度に発展させるとともに、厚生年金保険は、原則として、いわば「基礎年金の上乗せ」の制度として位置づけられている。したがって、このような制度の下では、従来の「通算年金」ということを考える必要性がなくなったわけである。すなわち、「通算年金」ではなくていわば「合算年金」という色彩を有することとなった。
