Local roads are roads that are constructed by local public bodies. According to the Road Law, there are two types of local roads: prefectural roads and municipal roads. (1) The requirements for certification as a prefectural road are that it constitutes a regional trunk road network and connects cities or towns with a population of 5,000 or more, major ports, airports, stations, and tourist destinations, or that it connects these major locations and facilities with national expressways or general national roads, and that it is a road that is particularly necessary for regional development. Prefectural roads are certified by the prefectural governor with the approval of the assembly, and the management of the roads is carried out by the prefecture.
