Based on the provisions of the Local Railway Law (Law No. 52 of 1919), a local government or private entity established a railway line with the permission of the Minister of Transport for the use of the general public. Unlike tracks, they could not be built on roads except in special cases. With the repeal of the Local Railway Law in 1987, the legal term "local railway" was abolished. Currently, it is sometimes used as a general term for railways excluding the JR Group, major private railways, second-tier private railways, and public railways.
