Conseil Municipal (English)

...In other words, the governor is an agent of the national government, and the person in charge of the prefecture's executive as a local public entity is the prefectural assembly chairman, who is elected by popular vote. Overall, the prefecture's right to self-government is strengthened. In cities, towns, and villages, the members of the municipal assembly Conseil Municipal are elected by direct vote (for a term of six years), and the mayor, who is its chairman, is elected by mutual vote of the members. In this sense, cities, towns, and villages have a stronger autonomous character than prefectures.
