Local Governors' Conference - Chihochokankaigi
A conference convened by the Minister of Home Affairs, in response to the Cabinet's wishes, of prefectural governors. The title "Chief Minister" comes from Article 76 of the Revised Laws and Regulations of June 1873, which stipulated that "Governor" and "Rei" be used. In the early Meiji period, this conference was called the Local Officials Conference. This was because instructions were given that if the Chief Minister was unable to attend, a person with a "sōnin shusshi" status should attend. At the time, the conference was run like a parliament, but from 1881 it took on the character of an advisory or consultation council, and by the mid-Meiji period, when it came to be commonly known as the Local Governors Conference, the manner in which the conference was run and its role were established.

内務大臣が内閣の意向を受けて府県知事を招集しておこなった会議。長官の呼称は,1873年6月の〈改定律例〉76条で知事および令と定めた規定によっている。この会議は,明治初年には地方官会議と呼ばれていた。それは,長官が出席できないときには〈奏任出仕〉の人間が出席するよう示達されていたからである。当時,会議は議会めいた運営であったが,81年からは諮問会,相談会の性格をもち,明治中期に地方長官会議と通称されるようになってからは,この会議の運用のしかたも役割も定まった。
