Ise Navy

Japanese: 伊勢水軍 - いせすいぐん

Maritime transport has been active in the Ise region since ancient times, as it was a route for sending tributes to Ise Grand Shrine and for making pilgrimages to Kumano by sea, and the navy developed against the backdrop of the good ports on the ria coast and the shipbuilding industry in Ominato. Representative pirates include the Mukai, Obama, Tomari, and Senga clans, who belonged to the Kitabatake clan, governor of Ise Province, from the Nanboku-cho period onwards and played an active role in leading military ships. In the Muromachi period, they also established a maritime customs office and collected tolls from passing ships. From around this time, the Kuki clan, based in Kukiura, Muro County, Kii Province, expanded their influence towards Shima, and by the end of the Sengoku period they came to control the entire Shima area.

伊勢地方は古くから，伊勢神宮への貢進や海からの熊野参詣のルートとして海運が盛んで，リアス海岸の良港と大湊の造船業を背景として，水軍が発達した。代表的な海賊衆としては，向井氏，小浜氏，泊氏，千賀氏らがあり，南北朝期以降，伊勢国司北畠氏に属し，兵船を率いて活躍した。また室町期には海関を設け，通航船から関銭を徴収するなどした。このころより，紀伊国牟婁郡九木浦に根拠を持つ九鬼氏が志摩方面に勢力を伸ばし，戦国期末には志摩一円を支配するに至る。
