In Japan after World War II, the issue of increasing coal production and the management of coal mines was a hotly debated topic in the revival of production. When the Katayama Tetsu Cabinet was formed in May 1947, the Socialist Party's call for state control of coal mines was linked to increased coal production, and efforts were made to enact legislation. A bill was submitted to the Diet in September, and an amendment was passed in December, leading to the promulgation of the Temporary Coal Mining Management Law. The main amendment was to strengthen the authority of operators. The law did not touch on the management rights of coal mines, but its purpose was to temporarily place coal mining under government control and increase coal production.
