A businessman from the Meiji and Taisho periods. Born in Sukumo Village, Hata County, Tosa Province (Sukumo City, Kochi Prefecture). A senior vassal of the Iga clan, a chief retainer of the Tosa clan. Gifted in financial management, he handled the finances of the Iga clan. During the Boshin War, he served in the Sukumo army and was sent to the Tohoku region. In 1870 (Meiji 3), he was commissioned to serve in Osaka Prefecture, and in 1873 he was promoted to sixth rank in the Ministry of Finance, but resigned soon after. He participated in Goto Shojiro's Horaisha, and was in charge of managing the Takashima coal mine. During the Satsuma Rebellion (1877), he was involved in the purchase of firearms as part of a plot to raise an army for the Risshisha, and was imprisoned for a year after this was discovered. After his release from prison, he assisted Itagaki Taisuke in founding the Liberal Party, and was elected to the House of Representatives from Kochi Prefecture in the first general election (1890). In 1829, he moved into the business world, becoming managing director of the Gyeongbu Railway on the Korean Peninsula. From 1840 onwards, he was active in the business world in Tokyo. Shigeru Yoshida, a famous prime minister of the Showa period, was Tsuna's son. 明治大正期の実業家。土佐国幡多郡宿毛村(高知県宿毛市)生まれ。土佐藩家老伊賀氏の重臣。理財に才あり,伊賀家の財政を扱う。戊辰戦争で宿毛軍に属し東北に出征。明治3(1870)年大阪府出仕,6年大蔵省6等出仕に進んだが,間もなく辞職。後藤象二郎の蓬莱社に参画,高島炭鉱の経営を担当。西南戦争(1877)に際し立志社の挙兵策謀の銃器購入に関与,発覚して禁獄1年。出獄後は板垣退助を助けて自由党創設に奔走,第1回総選挙(1890)で衆院議員に高知県から当選,29年朝鮮半島の京釜鉄道の専務理事となり実業界に転じた。40年以後は東京の実業界で活躍。昭和期の名宰相吉田茂は綱の実子。東京で没す。<著作>『竹内綱自叙伝附竹内綱獄中日記抄録』(『明治文化全集』25巻)
