Born on April 24, 1867. He joined the Ministry of Home Affairs and served as governor of Akita Prefecture, Aomori Prefecture, and other prefectures. He studied sports theory under Strange while studying at the Imperial University. In 1913, he became vice president of the Japan Amateur Athletic Association. In 1914, he named the Fifty-three Stations of the Tokaido Marathon Relay between Kyoto and Tokyo "ekiden race." He passed away on May 26, 1932, at the age of 66.
