Politician. After graduating from Tokyo Senmon Gakko, he worked as editor-in-chief of the Hochi Shimbun and Miyako Shimbun. He later entered politics, served as deputy mayor to Tokyo Mayor Ozaki Yukio, and became a member of the House of Representatives. In 1890, he converted to Christianity, and using the Ichibancho Church and Fujimicho Church of Reverend Uemura Masahisa as his base, he carried out missionary activities nationwide, helping Uemura. In 1925, he became president of Meiji Gakuin. He caused a literary scandal with his work in Bunmei Hyoron, and was sentenced to six months in prison. After World War II, he lost the Tokyo gubernatorial election to Yasui Seiichiro, but he was a consistent politician.

政治家。東京専門学校卒業後『報知新聞』『都新聞』の主筆として活動。のち政界に入り,尾崎行雄東京市長の助役をつとめ,衆議院議員となった。 1890年キリスト教に帰依し,牧師植村正久の一番町教会,富士見町教会を根城に全国的に伝道活動して植村を助けた。 1925年明治学院総理に就任。『文明評論』で筆禍事件を引起し,6ヵ月の禁錮処分を受けた。第2次世界大戦後東京都知事選で安井誠一郎に敗れたが,筋を通す政治家であった。
