He succeeded the hereditary title of Kazusa Gonnosuke and ruled over parts of Kazusa and Shimousa. He joined the forces of Minamoto no Yoshitomo during the Hogen and Heiji Rebellions. In 1189, he accompanied Minamoto no Yoritomo, who raised an army, with an army of 20,000 men. He played a central role in the attack on the Satake clan in Hitachi (Ibaraki Prefecture).
