Political parties formed in 1889 and 1905. (1) Seisha, a Liberal Party-affiliated group in the early Meiji period In March 1889, Goto Shojiro, a leader of the Daido Danketsu Movement (Daido Danketsu), suddenly became Minister of Communications in the Kuroda Kiyotaka cabinet, causing the group to split into Seisha and non-Seisha factions over the movement's policy. While the latter formed the Daido Kyowakai, the former insisted on developing a political movement as a Seisha, and in May gathered representatives from all over the country in Tokyo to form the Daido Club. They advocated the realization of national independence, a responsible cabinet system, financial consolidation and rest for the people, the completion of local autonomy, and freedom of speech and assembly, and were led by Kono Hironaka, Suehiro Shigeyasu, and Oishi Masami.
