Daijokansou - Daijokansou
A petition to the Dajokan for the Emperor's approval, and the document itself. It is also called kanso. The procedure and document format are stipulated in the official ordinance. There are three types of petitions: ronso-shiki, soji-shiki, and benso-shiki, depending on the matter. (1) Ronso-shiki is a petition proposed by the Dajokan, and it is for important national matters such as major rituals, preparations for the country, increases or decreases in the number of officials, punishments of punishment severer than exile, abolition or establishment of provinces and counties, and dispatch of more than 100 horses and troops. The petition always ends with the words "Course of the Imperial Court," "Subordinates of the Ministers," or "Course of the Officials." The Dajo-daijin (Grand Minister) and other Councilors sign the petition, and when the Emperor approves it, the word "listen" is written at the end of the petition and it is handed down.

太政官より天皇の勅裁を仰ぐため上申すること,またその文書。官奏ともいう。手続と文書様式は公式令に規定されている。これには事柄によって,論奏式,奏事式,便奏式の3形式がある。(1)論奏式とは太政官で発議して上奏するもので,大祭祀,支度国用,官員増減,流罪以上の断罪,国郡の廃置,100疋以上の兵馬を差発する事等国家の大事を奏するものである。奏文の文末には必ず〈朝議商量〉〈臣等商量〉〈官議商量〉などの文言が書かれてあり,太政大臣以下議政官が署名して上奏し,天皇が承認すると,そのしるしとして文末に〈聞〉と書いて下げわたされる。
