It was formed during the March 1st Movement in 1919 and promoted the Korean national independence movement until liberation in 1945. It was first declared in three places, Vladivostok, Shanghai, and Seoul, but was integrated into the Shanghai Provisional Government in September 1919 and led by Provisional President Yi Seung-man, Prime Minister Yi Dong-hui, and Ahn Chang-ho. It engaged in diplomatic negotiations with the United States, the Soviet Union, Chinese countries, and the League of Nations, while publishing the Independence Newspaper to promote the idea of ​​independence among Koreans both at home and abroad, and was also connected to the country through the armed independence army in northeastern China (Manchuria) and secret organizations (the Liaison System). It temporarily declined in the late 1920s due to obstruction by the Japanese police, pressure, and the withdrawal of socialists due to ideological conflicts within the organization, but became active again after the Manchurian Incident, and after moving to Chongqing in 1940, it organized the Korean Liberation Army under the leadership of Chairman Kim Gu and cooperated with the Allied Powers.
