In the late Edo period, Emperor Kokaku tried to bestow the title of Retired Emperor on his father, Prince Kan'in no Miya Norihito, but was refused by the shogunate. In 1789 (Kansei 1), the Imperial Court asked the shogunate for approval of the proclamation of the title, but Matsudaira Sadanobu, a senior councilor, opposed it, saying that the title of Retired Emperor was originally given to an emperor who abdicated, and that bestowing it on Prince Norihito, who had not ascended to the throne, was a self-serving honor. However, the Imperial Court did not give in, and negotiations were held repeatedly thereafter, but due to the shogunate's firm refusal, it never came to fruition. In 1793, two nobles, Masagimachi Kinakira, a samurai messenger, and Nakayama Naruchika, a councilor, were summoned to Edo for questioning, and the case was settled after Kinakira was confined to his home and Kinaki was confined to seclusion. At the time, the 11th shogun, Tokugawa Ienari, was also planning to invite his father, Hitotsubashi Harusada, to the Nishinomaru of Edo Castle and bestow upon him the title of Ogosho (Great Lord); Matsudaira Sadanobu was opposed to this and is said to have strongly opposed the granting of the title, which would have set a precedent.
