An office outside the Ritsuryo system. The appointment of Otomo no Tehai as Minister of Palace Construction on March 13, 708 (1st year of Wadō) marked the promotion of the Zokyushoku to the Zokyusho (the predecessor to the Zokyushoku was the Zokyukan). The Zokyusho was in charge of the construction and repair of Heijo Palace and detached palaces, and was a permanent office until its abolition in 782 (1st year of Enryaku), with the highest official rank for its chief was Junior Second Rank. The Zokyōshi (which was responsible for levelling the ground, dividing towns, building roads, etc. in Heijo-kyō) was a temporary office with a lower rank than the Zokyusho (the highest official rank for its chief was Shoshii Jo). 令外の官司。708年(和銅1)3月13日大伴手拍の造宮卿任命は,造宮職が造宮省へ昇格したことを示す(造宮職の前身は造宮官)。造宮省は平城宮や離宮の造営・修理をつかさどり,782年(延暦1)の廃止まで常置の官司で,長官の官位の最高は従二位であった。造京司(平城京の市街の整地,町割,道路造成などを行う)は臨時の官司で,造宮省よりも地位が低い(長官の官位の最高は正四位上)。造宮省には四等官(卿,輔,丞,録),史生,造宮省工,将領,算師らがいた。
