This is a sealed opinion submitted to Emperor Daigo in 914 by Shikibu no Taifu Miyoshi Kiyoyuki. It consists of 12 articles. Kiyoyuki had previously held the position of provincial governor of Bitchu Province as a Zuryo, and based on his experience there, most of the 12 articles advocate the removal of obstacles to local administration. In addition, he called for the curbing of extravagance among aristocrats, improved treatment of mid- and lower-ranking officials, and a correction to staffing limits. →Sealed opinion

914年に式部大輔(しきぶのたいふ)三善清行(みよしきよゆき)が醍醐(だいご)天皇に密封提出した意見書。12ヵ条からなる。かつて清行は受領(ずりょう)として備中国の国司(こくし)の地位にあったが，その時の経験に基づき，地方行政上の障害の除去などを12ヵ条の大半で主張。そのほか貴族の華美抑制，中級・下級官人の待遇改善および定員是正などを訴えている。→意見封事
