Election Purification Movement - Senkyoshukuseiundou

Japanese: 選挙粛正運動 - せんきょしゅくせいうんどう

In a broad sense, it refers to the entire movement to scrub election corruption by officials, political parties, candidates, voters, etc. If the so-called "rule by consensus," which is the ideological center of modern democracy, is guaranteed by elections, then election corruption makes modern democracy itself a mere formality. Therefore, wherever there is election corruption, there are always various scrubbing movements that aim to reflect on it and reform it. One such movement was the one carried out in the early Showa period to scrub election corruption by political parties. In May 1935, under the Minister of Home Affairs Goto Fumio, the Election Scrutiny Committee Order was promulgated. In June of the same year, the Central League for Election Scrutiny was formed with Saito Makoto as chairman, and was led by the Ministry of Home Affairs. It is the origin of the Fair Election Movement after World War II and the Meitei Election Movement currently led by the Ministry of Internal Affairs and Communications.

広義には役人，政党，立候補者，選挙民などによる，選挙腐敗を粛正する運動全体をいう。近代民主制の思想的中心をなすいわゆる「合意による支配」が選挙によって保障されるとすれば，選挙の腐敗は近代民主制そのものを形骸化させる。したがって，選挙腐敗のあるところ，必ずそれへの反省，改革を目指す多様な粛正運動がある。昭和初期，政党による腐敗選挙を粛正するために行われた運動もその一つ。内務大臣後藤文夫のもとで 1935年5月選挙粛正委員会令が公布された。さらに同6月斎藤実を会長に選挙粛正中央連盟が結成され，内務省主導で進められた。第2次世界大戦後の公明選挙運動，現在総務省に主導されている明正選挙運動の淵源をなしている。
