Born: September 26, 1873 in Izu [Died] January 26, 1935. Osaka social policy scholar, urban economist, mayor of Osaka. After graduating from Tokyo Higher Commercial School (now Hitotsubashi University) in 1893, he joined the Ministry of Finance. He became a teacher at Kobe Commercial School in 1894 and principal of Niigata Municipal Commercial School in 1896, before becoming a professor at Tokyo Higher Commercial School in 1897. From 1998 to 1901, he studied social policy and transport policy in Belgium and Germany. In 1909, he protested the abolition of the specialized department at the Higher Commercial School and voluntarily dismissed himself, but was reinstated in 1911. In 1914, he became deputy mayor of Osaka on the recommendation of Toda Kaiichi. In 1917, he established the Urban Improvement Planning Research Committee and worked hard on the construction of Midosuji. He became mayor of Osaka in 1923 and hosted the first national urban problems conference in 1927. He consistently advocated social reformist social policies, opposed the austerity policy of the Kenseikai/Minseito Party, and took a line of industrial modernization and industrial promotion. His books include "Industrial Policy" (1911-13) and "Housing Problems and Urban Planning" (23).
