A Shogunate Elder in the early Edo period. Nicknamed Fujigoro, his official title was Hoki no Kami, and he was the second son of Kanto Sogogyō Tadanari. He served as a personal attendant to Tokugawa Hidetada, and in 1607 he was attached to Tokugawa Iemitsu, and in 1610 he became the head clerk of the Shoin. In 1615 he was awarded a total of 35,000 koku, including his father's estate. He fought bravely in the Siege of Osaka. In 1615 he became an advisor to Iemitsu along with Sakai Tadayo and Doi Toshikatsu, and was later known as one of the three Kan'ei no Sanfu. In 1616 he was appointed Elder (later a Roju), and in 1617 he was granted a fief of 45,000 koku in Musashi Iwatsuki (Saitama Prefecture). Due to his repeated outspokenness he came under Iemitsu's scrutiny, and in 1618 he was reduced to 20,000 koku in Otaki, Kazusa (Chiba Prefecture), and later placed under house arrest. He died in Imaizumi Village, Sagami (Kanagawa Prefecture). He is said to have advised Iemitsu, who was fond of homosexuality and cross-dressing, and educated the shogun.

江戸前期の幕府老職。通称は藤五郎,官職名は伯耆守,関東総奉行忠成の次男。徳川秀忠に近侍,慶長12(1607)年徳川家光に付属され,15年書院番頭となる。18年父の遺領と合わせて3万5000石を領知。大坂の陣で勇戦。元和1(1615)年酒井忠世,土井利勝と共に家光の輔導役となり,のちに寛永の三輔と俗称される。2年老職(のちの老中)に就任し,6年武蔵岩槻(埼玉県)4万5000石に封ぜられる。度重なる直言のため家光の勘気を受け,9年上総(千葉県)大多喜2万石に減封,のちに蟄居。相模(神奈川県)今泉村で死去。男色や女装を好む家光に諫言し,将軍教育を行ったとされる。
