Historically, the law of nations with global scale, such as the Roman Empire and ancient China. The Roman Civil Code in particular was called world law because of its universal character. Today's international society is a universal human society, at least in economic terms, where uniform laws common to all nations exist. For example, general treaties have been concluded on bills, checks, industrial property rights, etc., and many countries have enacted domestic laws with the same content. This type of uniform law is called world law. However, the term world law is most often used today in connection with the idea of a world government. After World War II, a movement aimed at a world government or world federation arose, and people involved in this world government movement envisioned the construction of some form of supranational governmental organization, and the law associated with this organization is called world law.

歴史上，世界的な規模をもった国家，たとえばローマ帝国や古代中国などにおける法。特にローマの万民法は，その普遍的性格のゆえに世界法と呼ばれた。また今日の国際社会は，少くとも経済面では普遍的な人類社会が形成され，そこには諸国民に共通する統一法が存在する。たとえば手形，小切手，工業所有権などに関して一般条約が結ばれ，多くの国が同一内容の国内法を制定しており，この種の統一法が世界法と呼ばれる。しかし，今日世界法という言葉が最もよく用いられるのは，世界政府構想の関連においてである。第2次世界大戦後に世界政府あるいは世界連邦を目指す運動が起り，この世界政府運動にたずさわる人々は，なんらかの形で超国家的な政府機構の建設を構想し，この機構と結びついた法を世界法と呼んでいる。
