Law established by parliament or other public legislative bodies with certain objectives and procedures. In addition to constitutions and laws, this includes orders issued by administrative agencies, Supreme Court rules, and local government ordinances. In terms of form of expression, it is written law. It is the primary source of law in countries with civil law systems, but its importance has recently increased in the United Kingdom and the United States, where unwritten law such as customary law and precedents predominate. It does not have the flexibility to develop in response to a changing society like unwritten law, but because it is systematically and logically created in advance, it has the characteristics of being a clear and stable judicial norm.

議会その他公の立法機関が一定の目的と手続のもとに定立する法。憲法，法律のほか，行政機関の定める命令，最高裁判所規則，地方公共団体の条例などもこれに含まれる。表現形態の点では成文法である。大陸法系諸国の第1次的法源であるが，慣習法，判例などの不文法を主体とするイギリス，アメリカにおいても近時重要性を増している。不文法のように流動する社会に応じて発展する弾力性はないが，あらかじめ体系的，論理的につくられているから，明確で安定した裁判規範としての特徴を有する。
