Army officer. Born in Chiba Prefecture. Graduated from the Army Academy. Graduated from the Army University in 1917 (Taisho 6). Served in various positions including as a member of the General Staff. During this time, he organized the Mokuyokai (Thursday Society) group of young officers, and strengthened ties with Mori Kaku and future "reformist bureaucrats." In 1933 (Showa 8), he became head of the Army Ministry's newspaper section. He then worked in the Cabinet Research Bureau and the East Asia Development Board. In 1941, he was promoted to reserve (lieutenant general). He was instrumental in controlling the wartime economy, serving as president of the Planning Board in the second and third Konoe Fumimaro and Tojo Hideki cabinets, economic advisor to the cabinet in 1943, and chairman of the Industrial Patriotic Society in 1944. After the war, he was designated a Class A war criminal and sentenced to life imprisonment at the International Military Tribunal for the Far East. He was released in 1956 (Showa 31).
