Journalist, novelist, and politician of the early Meiji period. Born in Uwajima, Iyo Province (Ehime Prefecture). His real name was Shigeyasu. He studied at Meirinkan, a domain school, where he became a professor. After the abolition of the domains and the establishment of prefectures, he became an Ehime prefectural official, but in 1874 (Meiji 7), he moved to Tokyo and worked for the Ministry of Finance. In 1875, he joined the Akebono Shimbun newspaper, where he became its editor-in-chief and adopted the pen name Tetsucho. In July of the same year, he attacked the Newspaper Ordinance in his paper, becoming the first person to suffer penalties, receiving two months' imprisonment and a 20 yen fine. In October of the same year, he moved to the Asano Shimbun newspaper, where he became its editor-in-chief, but in February of 1876, he was sentenced to eight months' imprisonment and a 150 yen fine for violating the slander law for slandering Inoue Tsuyoshi and Ozaki Saburo. At that time, the president, Narushima Ryuhoku, was also imprisoned. From then on, he gained popularity as a tough journalist, and together with Ryuhoku, he raised the status of the Asano Shimbun newspaper. When Itagaki Taisuke formed the Liberal Party in 1889, he joined the party and, as a senior member, was in charge of editorials for the party's organ, Jiyu Shimbun. In 1900, he left Itagaki and the Liberal Party due to the Itagaki Yoko scandal. However, he remained at the Asano Shimbun and wrote prolifically. He published political novels such as Ume in the Snow in 1904 and Uguisu among Flowers in 1905. In 1906, he toured Europe and the United States, and in March of the following year, he joined Tokyo Koron, founded by Murayama Ryuhei, and became chief editor of the Diet. In 1908, he ran for the first House of Representatives election in Ehime 6th District as a member of the Liberal Party and was elected. He soon left the Liberal Party. After two further defeats, he was elected again in 1912.

明治前期のジャーナリスト,小説家,政治家。伊予国(愛媛県)宇和島に生まれる。本名は重恭。藩校明倫館に学び,その教授となる。廃藩置県後,愛媛県の役人になるが,明治7(1874)年に上京し,大蔵省に勤める。8年『曙新聞』に入社し,編集長となり,鉄腸を号す。同年7月新聞紙条例を紙上で攻撃し,禁錮2カ月,罰金20円という最初の筆禍者となる。同年10月『朝野新聞』に移り,編集長となるが,9年2月,井上毅,尾崎三良を誹謗したとして,讒謗律違反で禁獄8カ月,罰金150円の刑を受けた。そのとき社長成島柳北も投獄された。以後,硬骨のジャーナリストとして人気を高め,柳北とのコンビで『朝野新聞』の地位を上昇させた。14年に板垣退助が自由党を結成すると入党し,幹部として党機関紙『自由新聞』の社説を担当した。15年板垣洋行問題で,板垣ならびに自由党から離れた。しかし『朝野新聞』には在社し,健筆をふるった。19年『雪中梅』,20年『花間鶯』などの政治小説を刊行した。21年欧米をまわり,翌22年3月村山竜平創刊の『東京公論』に入り,さらに『国会』の主筆となる。23年に第1回衆院議員選挙に愛媛6区に自由党から出て当選。まもなく自由党を脱党。その後2回の落選を経て,27年に当選。
