Also called a water meter. An instrument that indicates the cumulative volume of water passing through a pipe. Rotary impeller flowmeters and positive displacement flowmeters are widely used. Rotary impeller flowmeters are used in water meters and measure the flow rate and flow velocity by the number of rotations of a rotor placed in the flow. There are tangential flow and axial flow types, as well as wet types in which some of the water enters the meter section and dry types in which no water enters the meter section. Most water meters are wet types. Recently, they have also been widely used industrially to measure the flow rate of natural gas and oil. Positive displacement flowmeters measure the amount of water used in industry by filling a fixed volume measure with fluid and repeatedly filling and discharging it, and are used to measure industrial water, etc.

量水器ともいう。管の中を流れる水の通過体積を積算指示する計器。翼車流量計や容積流量計が広く用いられる。翼車流量計は水道メータに使用されているもので，流れの中に置いた翼車の回転数によって流量や流速を測定するようにしたもので，接線流式のものと軸流式のものとがあり，また，メータ部分にまで水の一部が入ってくる湿式と，メータ部分には水が侵入してこないようにした乾式とがある。水道メータには湿式が多い。最近は天然ガス，石油の流量測定など工業的にも広く利用されている。容積流量計は一定容積のますに流体を入れ，充満，排出を繰返して測定する方式で，工業用水などの計量に使われる。
