A city in southern Fukushima Prefecture. It was incorporated as a city in 1949. The city center is located on a terrace on the south bank of the upper Abukuma River. It developed as the location of Shirakawa Barrier, one of the three ancient Oshu Barriers, and as a castle town of the Matsudaira clan in early modern times. It prospered as a horse market, which was established with the encouragement of the feudal lord. The city is served by the Tohoku Main Line, Tohoku Shinkansen, and Tohoku Expressway. Electrical equipment and metal industries are thriving, but a high-speed transportation network has been developed and efforts are being made to attract suitable companies. The remains of Shirakawa Barrier and Nanko Park (historic site and scenic spot) are located here. In November 2005, the Nishishirakawa District villages of Omotego Village, Higashi Village, and Oshin Village were incorporated.
