This is a customs duty on the cargo carried by a ship, i.e., on the goods carried on board, and was one of the names of customs duties in ancient and medieval times. It has been around for a relatively long time, and was first seen in an article in 838 (Jowa 5) about the Owada Seshi collecting customs fees from public and private ships bound for Kyoto and using them to repair their cargo. In 1065 (Jiraku 1), the Tone clan of Tsudomari in Wakasa Kinoyamazu, Echizen Tsuruga, Omi Shiotsu, Kizu, and Otsu, etc., were prohibited by the Imperial Court from collecting taxes from Etchu Province under the name of the customs fee. 船の勝載すなわち積載品に対する関税で,古代・中世の関税名称の一つ。比較的古くから見られ,838年(承和5)造大輪田瀬使が京に向かう公私の船から勝載料を徴して,その船瀬の修理にあてたという記事が初見である。1065年(治暦1)には若狭気山津,越前敦賀,近江塩津・木津・大津等の津泊の刀禰(とね)らが,越中国よりの運上の調物を勝載料と号して割き取ることを朝廷で禁止している。ここでは勝載料は通行料を意味する勘過(かんか)料と同義に使用されている。
