Energy conservation refers to the efficient use of resources and energy in industry, life, and society in general. It has been a global policy issue since the first oil crisis in 1973. In Japan, the Energy Conservation Law was enacted in 1979 during the second oil crisis, and was revised in 1993 to strengthen the law, and in 1998 it was revised to match the greenhouse gas reduction targets set at the Kyoto Conference on Global Warming (1997). In 2005, the Kyoto Protocol passed at the Kyoto Conference came into effect. In response to this, the Ministry of the Environment advocated a business style called "Cool Biz," which involves raising the air conditioner temperature in summer by dressing lightly, and "Warm Biz," which involves doing the opposite in winter.
