Energy conservation refers to the efficient use of resources and energy in industry, life, and society in general. It has been a global policy issue since the first oil crisis in 1973. In Japan, the Energy Conservation Law was enacted in 1979 during the second oil crisis, and was revised in 1993 to strengthen the law, and in 1998 it was revised to match the greenhouse gas reduction targets set at the Kyoto Conference on Global Warming (1997). In 2005, the Kyoto Protocol passed at the Kyoto Conference came into effect. In response to this, the Ministry of the Environment advocated a business style called "Cool Biz," which involves raising the air conditioner temperature in summer by dressing lightly, and "Warm Biz," which involves doing the opposite in winter. Initially, energy conservation was a response to resource depletion, but now it is seen worldwide as part of global environmental conservation, carbon dioxide emission reduction, and global warming prevention measures.

産業・生活・社会全般で資源・エネルギーの効率的な利用をはかること。1973年の第１次石油危機以降の世界的な政策課題。日本でも第２次石油危機の際，1979年に省エネルギー法が成立，1993年には同法強化のため大改正が行われ，1998年には地球温暖化防止京都会議（1997年）で設定された温室効果ガス削減目標に合わせて改正された。2005年，京都会議で議決した京都議定書が発効。これを受けて，夏期には軽装などの工夫でエアコンの温度設定を上げる〈クールビズ〉，冬期はその逆を行う〈ウォームビズ〉というビジネススタイルを環境省は提唱している。当初，省エネは資源枯渇に対応するものだったが，現在は世界的に，省エネは地球規模の環境保全，二酸化炭素排出削減，温暖化防止対策の一環ととらえられている。
