Summit conference

Japanese: 首脳会談 - しゅのうかいだん（英語表記）summit conference

A conference where the highest government officials gather together. The traditional form of diplomacy between nations was negotiations between government representatives of two countries at the level of the ambassador (or foreign minister) of country A and the foreign minister (or ambassador) of country B, or working-level discussions between an embassy official and a foreign ministry official of the host country. Summit meetings were extremely rare before World War I. The Paris Peace Conference, which settled the aftermath of World War I, had the characteristics of a summit meeting in that it brought together the highest officials of the great powers, including President Wilson of the United States, Prime Minister Lloyd George of the United Kingdom, and Prime Minister Clemenceau of France, to discuss the form of the peace treaty with Germany.

政府の最高責任者が一堂に会して行う会議。国家間外交の伝統的な形態は，A国の大使(または外相)とB国の外相(または大使)といったレベルの2ヵ国の政府代表者の間の交渉であり，または大使館員と駐在国の外務省員との間の，実務者レベルの話合いであった。首脳会談は，第1次大戦前はきわめて稀であったといってよい。第1次大戦の後始末をつけたパリ講和会議は，ウィルソン･アメリカ大統領，ロイド･ジョージ･イギリス首相，クレマンソー･フランス首相ら大国の最高責任者が集まり，対独講和条約のあり方を論議した点で，首脳会談の性格をもった。
