Law No. 195 of 1954. It is commonly referred to as the Investment Control Law or Investment Law. It stipulates the prohibition of accepting investments with a promise of repayment in an amount greater than the investment, the general prohibition of taking deposits as a business, the prohibition of floating loans, restrictions on intermediary fees for money lending, and penalties for high interest rates. Specifically, for example, with regard to interest rates, it stipulates that those who lend money as a business will be punished if they enter into a contract for interest of more than 20% per year (109.5% per year for ordinary people) or receive interest that exceeds this amount. 昭和29年法律195号。一般に出資取締法,出資法などと略称される。出資金以上の額の返済を約束してする出資金の受け入れの禁止,業としての預り金の一般的禁止,浮貸しなどの禁止,金銭賃借の媒介手数料の制限,高金利の処罰などについて定める。具体的には,たとえば金利については,金銭の貸し付けを業として行なう者が年 20%(一般人の場合は年 109.5%)をこえる利息の契約をし,またはこれをこえる利息を受領したときは,処罰するものとしている。
