Locations of Shugokan from the Kamakura to Muromachi periods. In the Kamakura period, they were sometimes located in the same place as the provincial capital (such as Aki Province), but most were located in separate locations and were frequently moved as the Shugo changed. After the Nanboku-cho period, Shugo's power expanded as they absorbed the kokuga system, and as Shugo became hereditary and the provinces were converted into fiefdoms (shugo daimyo), Shugosho were moved to the provincial capital, such as in Suruga Fuchu (present-day Shizuoka City) of the Imagawa clan, or Shugosho replaced the provincial capital, becoming the political and economic center of a province, such as in Suo-Yamaguchi of the Ouchi clan.
