He played a central role in the selection of the Taiho Code together with Fujiwara no Fuhito and others. In the 4th year of the reign of Emperor Mommu (700), he was awarded a stipend for his achievements, and in the first year of the Taiho era, he lectured the new code to the prince and his ministers. He later became Minister of War and Minister of Ceremonies. He died on December 20th, 2nd year of the Wadō era. His name was also said to be Komaro.
