Born on March 1, 1867. Older brother of Watanabe Yoshio. After serving as a professor at the Tokyo Agricultural and Forestry School (now the University of Tokyo), he joined the Ministry of Agriculture and Commerce, becoming Director General of the Construction Bureau. After retiring from the ministry, he became President of the Industrial Bank of Japan in 1911. In 1922, he became a member of the House of Peers. He served on various government committees, and contributed to the establishment of the Tenant Farming Act and the development of industrial associations. He passed away on August 23, 1930.
