Capital Conservation - Shihon Sessei
In China, Sun Yat-sen advocated this alongside land ownership equalization in the People's Livelihood Principle of the Three Principles of the People. The Chinese name is "capital restraint." It is an economic policy to prevent big capitalists from monopolizing corporate profits, and was formed much later than the land ownership equalization policy. In 1912, after the Xinhai Revolution, Sun Yat-sen clarified the prototype of capital restraint by advocating the nationalization of railways and other monopoly-like businesses. In a lecture entitled "Spiritual Education of Soldiers" in January 1922, he raised the issue of land and capital as a solution to economic inequality, and with regard to the issue of capital, he argued that factories, mines, and railways should be nationalized to prevent them from being controlled by a small number of capitalists.

中国において孫文が三民主義の民生主義の中で〈地権平均〉と並べて掲げた主張。中国語は節制資本。大資本家が企業の利益を独占するのを防ぐための経済政策で,地権平均の政策よりもずっと遅れて形成された。辛亥革命後の1912年,鉄道その他独占的性質を持つ事業の国有化を主張して資本節制の原型を明確化した孫文は,22年1月〈軍人の精神教育〉と題する講演で,経済的不平等の解決策として土地と資本の問題を挙げ,資本問題については工場・鉱山・鉄道を少数の資本家に操縦されないよう国有化すべしと説いた。
