Lawyer and politician. Born in Chiba Prefecture. Graduated from Tokyo Imperial University. Was a defense lawyer in the Hibiya Riots, and played an active role in the Nitto Incident, High Treason Incident, Siemens Incident, the Shooting of Prime Minister Hamaguchi, and the Blood Brotherhood Incident. From 1908, he served as a Seiyukai member of the House of Representatives and then the House of Peers, but resigned in 1936 due to pressure from the military. After World War II, he served as the head of the defense team at the International Military Tribunal for the Far East. 弁護士,政治家。千葉県出身。東京帝国大学卒。日比谷焼打事件の弁護人をはじめ,日糖事件,大逆事件,シーメンス事件,浜口首相狙撃事件,血盟団事件などで活躍。1908年から政友会系の衆議院議員,ついで貴族院議員として活動したが,軍部の圧迫をうけて1936年に辞職。第2次大戦後,極東国際軍事裁判の弁護団長を務めた。法律哲学や政治思想の研究でも功績があり,また明治大学総長を務めた。
