Born: March 16, 1911. Yukuru
[Died] 15 November 2009. Belgian politician from Brussels. Belonged to the Christian Social Party. Professor at the University of Liège in 1947. Began involvement in politics in 1949 as Belgium's representative to the United Nations, and served in key positions such as Minister of Education and Culture from 1950 to 1954, Minister of Justice in 1958, Prime Minister from 1965 to 1966, and Minister of Foreign Affairs from 1966 to 1973. During this time, in December 1967, he submitted the "Armel Report" to the NATO Council, which aimed to ease tensions in Europe, particularly to promote understanding between Eastern and Western Europe, and drew attention for calling for a qualitative shift in NATO from a military to a political organization. This report came to fruition as the "Helsinki Declaration" adopted by the Conference on Security and Cooperation in Europe (OSCE) in 1975. President of the Senate from 1973 to 1977. ベルギーの政治家。キリスト教社会党所属。1947年リエージュ大学教授。1949年に国際連合のベルギー代表として政治にかかわり始め,1950~54年教育・文化大臣,1958年法務大臣などの要職を歴任,1965~66年首相,1966~73年外務大臣を務めた。その間の 1967年12月,ヨーロッパの緊張緩和,特に東西ヨーロッパの理解の促進を骨子とする「アルメル報告」を北大西洋条約機構 NATO理事会に提出,NATOに軍事組織から政治組織への質的転換を求めて注目された。この報告は 1975年のヨーロッパ安全保障協力会議 OSCEで採択された「ヘルシンキ宣言」として結実した。1973~77年上院議長。1991年伯爵に叙された。(→デタント)
