A plain in central Shizuoka Prefecture where the Shizuoka city area is located. It is an alluvial plain downstream of the Abe River, but the alluvial plain along the Tomoe River extends to the former Shimizu City (merged with Shizuoka City in 2003) and connects to the city area, so it is sometimes lumped together with the Shizuoka Shimizu Plain. To the west, it is limited to the mountain range that stretches from Ookuzure on the right bank of the Abe River to Shizuhatayama, to the north to the Ihara Mountains and Ryuso Mountains, and to the southeast to Udoyama. The Abe River alluvial fan, with its apex around the southern end of Shizuhatayama, forms a plain together with the sedimentation action of its tributary, the Warashina River, and the surrounding area transitions to a delta lowland. The Abe River is a rough Tokai-type river, and a large amount of sediment is rapidly deposited with each flood. In the center of the fan, there is a layer of sand and gravel about 100 meters thick, but surrounding areas such as Asahata, Naganuma, and Mariko are low-lying marshes where reclamation has been delayed. Yahatayama and Yatsuyama jut out like islands into the plain, and natural levee-like elevations radiate out from the fan, forming settlements on them. Excavations at the Toro ruins have revealed that a sand bar stretched from Mochimune to Aridhama, forming an inlet-like bay on the inside.
