Four Seats of Color - Shiza no Zoushiki

During the Edo period, town officials under the Kyoto magistrate were in charge of escorting and guarding the Imperial Palace and the regent family, transporting and guarding the shogun and deputy governors, guarding the Gion Festival and other temple and shrine festivals, managing prisons, inspecting and arresting people in and around Kyoto, attending execution grounds and court cases, conveying laws outside Kyoto, and policing entertainment businesses. Kyoto was divided into four parts at the Shijo-Muromachi intersection, and the four families of Igarashi (northwest), Ogino (northeast), Matsumura (southwest), and Matsuo (southeast), known as the Kami Zoshiki, governed each area (called Hodai), hence the name Shiza. Below the Kami Zoshiki were the Shimo Zoshiki (two members each), the Miza, Nakaza, and others. The origins of the Shiza were the Kotoneri Zoshiki, who worked in the Samurai-dokoro during the Muromachi period, guarding the Gion Festival, arresting servants, and other miscellaneous tasks. In 1601, Shoshidai Katsushige Iikura assigned the four za to each of the four za, and since then, they were incorporated into the lower part of the shogunate's Kyoto ruling structure.

江戸時代，京都町奉行の下で禁裏・摂関家などの供奉・警固，将軍・所司代などの送迎・警固，祇園会ほかの寺社祭礼の警固，牢屋敷管理，洛中・洛外の検使・追捕・刑場・法廷の立会，洛外の法令伝達，芸能興業取締などにあたった町役人。四条室町辻で京都を４分割して各方面（方内(ほうだい)という）を上雑色とよばれた五十嵐（北西）・荻野（北東）・松村（南西）・松尾（南東）の４家が統轄したので四座の名がある。上雑色の下には下雑色（各２名）・見座・中座ほかがいた。室町時代，侍所で祇園会警固・召人搦捕などの雑事に従事した小舎人雑色が淵源。1601年所司代板倉勝重が四座に各方内を分担させ，以来幕府の京都支配機構の末端に組み入れられた。→雑色
