A policy to turn tenant farmers into independent farmers and to prevent the decline of independent farmers. This policy was promoted after World War I as tenant disputes intensified. In 1922, long-term, low-interest loans were started from the Simple Insurance Reserve Fund to help tenant farmers purchase land, and in 1926, the Regulations for Subsidies for the Creation and Maintenance of Independent Farmers were enacted as national policy, and also aimed to prevent farmers from abandoning their own land.
