A meeting was held at Misaki Shrine by the local fishing villagers of Shionomisaki, Wakayama Prefecture, to decide on fishing regulations and pledge to abide by them. The establishment of the meeting can be traced back to the Nanboku-cho period, but it was in the Kan'ei period (1624-44) that it was clarified in the form of written regulations. The outline and content of the regulations did not change significantly throughout the early modern period, and even after the Meiji Restoration, they were inherited by the Shionomisaki Fisheries Association after being reorganized based on proclamations, ministerial ordinances, and the old Fisheries Law. A total of 18 villages participated in the meeting, including Uenoura, Izumoura, and Kushimotoura in Nishimuro County, 12 villages from Arita to Susami, and 6 villages from Oshima to Shimotawara in Higashimuro County.
