Also known as the Three Alls Policy. This is the Chinese name for the strategy that the Japanese army implemented in the latter half of the Second Sino-Japanese War to eradicate the liberated areas in North China. The Three Alls Policy means "to burn all," "to kill all," and "to take all" in Chinese. In the latter half of 1940, the Japanese army, which had been hit hard by the Eighth Route Army's major offensive in North China, shifted its operational focus from the Kuomintang army to the Communist army under the command of Yasuji Okamura, commander of the North China Area Army, and adopted this policy to cut off ties between the people and the Eighth Route Army. 三光作戦とも。日中戦争後半期に日本軍が華北の解放区を根絶しようとしてとった作戦に対する中国側の呼称。三光とは中国語の焼光(焼きつくす),殺光(殺しつくす),搶光(奪いつくす)をいう。1940年の後半八路軍が華北で展開した大攻勢で打撃を受けた日本軍は岡村寧次(やすじ)北支方面軍司令官の指揮下,作戦重点を対国民党軍から対共産党軍に移し,民衆と八路軍との結びつきを絶つべく採用した。
